নিয়োগ প্রদানের পর শিক্ষকগণের পারস্পারেক জ্যেষ্ঠতা তাহাদের স্ব-স্ব কার্যকর চাকুরীকালের ভিত্তিতে নির্ধারণ করিতে হইবে; এবং কার্যকর চাকুরীকাল একই বা সমান হইলে তাহাদের ন্যুনতম শিক্ষাগত যোগ্যতা অর্জনের বৎসরের, এবং উক্ত বৎসর একই হইলে বষসের, ভিত্তিতে জ্যেষ্ঠতা নির্ধারিত হইবে। From a combined reading of the preamble, definitions, procedures of appointment, heading , punctuation, non-obstante clause etc., and also the context towards framing of the Rules, 2013 it is abundantly clear that Rules, 2013 is meant to apply only for the teachers of nationalised primary schools governing their appointment process, cessation from their respective services, counting date of their seniority, entitlement of pension, promotion, selection grade as well as gratuity and applicable time scale.
